I might be stabbing in the dark here a little. But I think I saw a similar issue once when I set a bad password during the mysql installation and then set the password strength stronger than what I originally set during the secure script section.
Try running the mysql_secure_installation script again but disable the password strength bit. I’m not able to test this theory right now - But let me know how you get on.
