Why are backups disabled by default?

Backups on a freshly installed Magento CE 2.3 system appear to be disabled by default. It can be easily re-enabled by going into Stores >> Configuration >> Advanced >> System >> Backup, however there is a notice which states that backups are by default off for security reasons.

Can someone explain:

  1. why this is the case, and
  2. how can security be improved when backups are enabled?
